Project Title:

Providing Occupational and Environmental Safety and Health Awareness, Auditing and Capacity Building Services for TVET Centres of Competence (COC's) in the West Bank

Eight months

 

Introduction

 

The Palestinian National Center of Occupational Safety, Health and Environmental Protection (COSHEP) at Palestine Polytechnic University (PPU) (PPU), which has been established for common purposes in OSH field,will be the service provider for the intended tasks involved with the engagement of an external consultant in the field of OSH.

 

Enhancing the Occupational Safety and Health Quality and Infrastructure in TVET COC's in the West Bank through Raising up the level of awareness and Qualifying of trainers in the field of OSH in hand with providing necessary OSH devices and instruments, leading to improved knowledge and capacities and aiming at minimizing work-related accidents and diseases.

 

This project aims to reinforcing the culture of occupational and environmental safety and health through providing a number of Awareness, Auditing and Capacity Building services in the field for Six TVET Centers of Competence (COC's) in the West Bank, where the Palestinian National Center of Occupational Safety, Health and Environmental Protection (COSHEP) at Palestine Polytechnic University (PPU) (PPU) which has been established for common purposeswill be the service provider for the intended tasks involved with the engagement of an external consultant in the field of OSH.

 

COSHEP will equip the six COC’s with Environmental and Occupational Safety and Health management system through conducting the following: Gap Analysis, Establishing OSH teams (TWG), conducting job safety analysis, and developing emergency response plans. COSHEP will also provide COC’s with required OSH devices along with preparing Safety Officers in each COC and Developing an OSH System for the COC's for optimized implementation of the OHS management system.

COSHEP staff in hand with the external consultant will be the implementers of this project, where main target group within the frame of this scheme will be the six COC’s including Facilities, Staff and Students as well.

 

Monitoring and evaluation of this intervention will be taken into consideration along with the implementation phases in order to ensure the proper flow of activities, action plan, outcomes, impact and sustainability, and will issue a detailed report at the end of the implementation.

The aforementioned services will be hosted by COSHEP at all COC’s different work locations and spaces including labs, workshops, lecturing rooms, open work areas, in addition to the service and administrative divisions.

 

Those COC's are namely: Palestine Technical College – Arroub (PTCA), Halhoul Multipurpose Vocational Training Center (HMVTC), Palestine Technical College – Ramallah / Girls (PTCR), DeirDibwan Secondary Industrial School (DDSIS), Palestine Technical College – Khadouri (PTUK), Jenin Vocational Training Center (JVTC).

 

Project Target Group(s) and Beneficiaries

 

1.            Staff of the six COC’s working in different labs, workshop and open work areas.

2.            Students of the six COC’s (Current and Future) who join training programs by means of the labs, workshop and open work areas.

3.            Infrastructure of the six COC’s including Buildings, devices, instruments and machineries through decreasing possible predictive causes of damage or accidents.

4.            Palestinian Institutions and Enterprises (Public and Private) through extending of success stories in this regards and proper spread of media coverage and awareness purposes.

 

Execution Methodology

Proposed intervention will be implemented within a strategy that involves studying the current situation, documenting related issues and providing recommendations about necessary actions to be undertaken later on depending on the results of the gap analysis report, preparing OSH manuals for the six COC’s, conduction of a number of awareness-promotional workshops in the field of OSH, procuring necessary OSH devices (including PPE, Fire Fighting and First Aid packages), conducting capacity building programs for staff working the six COC’s and Developing an OSH System. The aforementioned strategy ensures the proper flow of missions and activities through direct and continuous following up and monitoring by the implementing staff under the supervision of GIZ.

 

 

Main tasks

 

·               Conducting the Gap Analysis for the six COC’s and their current operations.

·               Establishing and formulating OSH teams (TWG) in each of the six COC’s, those who will be responsible for following up all OSH related issues inside their institutions after having the proper capacity building and training of trainers program.

·               Preparing the OSH Manual skeleton for all COC's.

·               Preparing and drafting OSH manual for all COC’s.

·               Conducting the first workshop with the stakeholders and adopting the OSH Manual.

·               Testing, evaluation and modifying the OSH Manual for all COC's.

·               Procuring and providing main necessary OSH equipment for each of the six COC’s.

·               Qualifying of Safety Officers in each COC through TOT programs in the field of OSH.

·               Developing an OSH System for the COC's.

·               Conducting Awareness-Promotional workshop for the six COC’s.

·               Conducting a closing Awareness-Promotional workshop at the end of the assignment with involvement of stakeholders.

·               Providing a detailed final report that implies all the previous mentioned actions with any required annexes or information that may help.

 

 

Required competencies

 

  • Astrong Background in Occupational Safety & Health
  • An experience in needs assessment and consultancies in OSH issues
  • Good reporting skills
  • Fluency in written and spoken English
  • Computer and internet skills
  • Effective organizational skills and ability to handle work in an efficient and timely manner
  • Ability to coordinate tasks and meet deadlines
  • Experience in directing and managing TVET centers

Time frame: overall time framework is 16 weeks
